What kind of use?

Hi everyone. I found this in the middle of other stuff but I really don't know for what kind of use it stands for......i polished and cleaned it. Do anyone know anything?

It is used by floor layers, when they weld the joint on two pieces of vinyl flooring they use this to slice off the excess weld level with the floor surface.
