vintage brass meazuring device - what is it???

I saw this on flee market. Brass, it looks old, measures in cm. Seller didn't know what is it. Anyone knew? Any ideas?

Google Image search brings up antique gauges and calipers, but nothing quite like what you have there.

My wild guess would be that its some sort of jig used with something like a table saw or other piece of equipment.

Looks like a machinist's apprentice piece.  The hammer like head has some unique function.

Looks like a machinist's apprentice piece.  The hammer like head has some unique function.

I'd like to see what movements the steel bit is capable of, I suspect it may pivot in the middle. 

The wedge profile of the brass bit seems to be only raised on one side, flat on the other.  Maybe it is some special kind of adjustable chock ? 

Odd that the body is brass but the smaller inset segment seems to be iron/steel so a non-sparking application (for flammable environments) seems unlikely.

Looking more closely at the 2nd photo I'm now thinking it is a spec!al!sed measuring tool.  The steel bit (leg ?) flips up and the markings measure the distance from the left face of the steel "leg".
