I guess that there are historical accounts of it happening.  However, I doubt the accuracy for two reasons though.  1. Have you ever shot a broadhead out of a bow, the larger the blade width, the worse the flight is, and 2. Would you write somthing bad about an emperor that had memebers of his own family killed.

I never thought it was impossible, just highly unlikely.  Of course, like you said, the Emperor's word is law, and if he said he did it, it was the duty of every citizen to swear that they personally saw it, were so amazed they couldn't control their bowels and were lucky enough to have been offered a piece of the meat!
