What was this designed to do?

I bought this on eBay.  I wanted something to EDC in my shirt pocket that looked like a pen and I wasn't willing to pay for an Executive Edge Grande.  It probably has a particular function, but darned if I know what it is.  Knife blade two inch ruler that doesn't start at the end of the blade, screw driver and a blade the seller called tweezers, but it doesn't really appear to work that way.  The mark on it is a PS or AS and it stainless steel.  What say you?

I think its for a ball point pen. You insert the cartridge between the prong to hold it.

Maybe... but it would take a very small guage cartridge.  Most of the standard cartridges would probably be too large in diameter to fit.  Something to explore.... <insert of emoticon with magnifying glass>

They actually are tweezers.I have several small gentleman's knives made in Maniago Italy that have identical ones on them.I'm new here so I don't know if I can post pics yet;when I know I will post a couple.
