Nice work you said you annealed it, but didn't cover how you rehardened and tempered it Files tend to be W2, so a quick water quench on the edge, allowing the residual heat in the spine to temper it back, (ala Kukri style treating) is the easiest way. What did you do?

Pieces of train track or stacked and welded chunks of forklift tine, or old weight lifting plates are common for beginners who are having difficulty finding a "proper" anvil. I hate giving supply advise ideas internationally because I know little of local business, retail and industrial environment as it would relate to new and salvage availability. But check any metal salvage yards for suitable pieces, it is what you make of it sometimes. Google image "improvised anvil" or "substitute anvil" and you'll see ideas from a chunk of scrap to people who have made their own anvils.
