You were right to ask me about the length. It can't be a heavy or swell end jack because it is 4⅝" long. I think it is a farmer's jack:

Queen City, farmer’s jack
2 blade, Rogers bone handles, brass liners, steel bolsters, 4-5/8″

I think the description is slightly off, because my knife doesn't have brass liners and I don't thw knife in the picture does either.

I'm  sure like most cutlery companies they used both brass and steel liners depending on availability.
